THE RECONFIGURATION OF UKRAINE’S HEALTHCARE SYSTEM IN THE POSTWAR PERIOD: THE POLITICAL AND INSTITUTIONAL DIMENSION OF DEVELOPMENT

Abstract


This article examines the reconfiguration of Ukraine’s healthcare system in the postwar period through the lens of political factors and the institutional conditions governing its development. The focus is on examining the medical sector as a socially significant institution whose functioning is linked to the nature of public authority, the level of state capacity, and the quality of political decisions. The relevance of the topic stems from the fact that the war has caused profound changes in the organization, resource provision, and management of the healthcare system.

The methodological basis of the study consists of neo-institutional and systemic approaches. The former made it possible to analyze the role of formal rules, informal practices, and coordination mechanisms, while the latter allowed for the examination of healthcare as a holistic system functioning under the influence of political, economic, demographic, and security factors.

It is argued that political factors play a key role in the postwar transformation. These include political will, the strategic role of the state, balancing centralization and decentralization, inter-institutional cooperation, the European integration vector, as well as political stability and the quality of management decisions. It is these factors that define the framework within which institutional changes and system modernization take place.

The article identifies the main institutional conditions for the post-war development of the healthcare system. These include regulatory and legal frameworks, the institutional capacity of government bodies, the growing role of local self-government, effective financial mechanisms, and the activities of specialized institutions. Strategic directions for development are also outlined, including infrastructure modernization, enhancing the system’s resilience, reducing territorial disparities, and strengthening public administration.

It is concluded that the post-war reconfiguration of Ukraine’s healthcare system is a complex political and institutional process. Its success depends not only on resources, but above all on the quality of political leadership, institutional coherence, and the state’s ability to ensure the long-term resilience and modernization of the healthcare sector.
