INSTITUTIONAL CHANGES IN THE POLITICAL SYSTEM OF UKRAINE UNDER MARTIAL LAW

Abstract


This article examines the transformation of Ukraine’s political system under martial law. It analyzes changes in the functioning of public institutions, including the Office of the President of Ukraine, the Cabinet of Ministers of Ukraine, the Verkhovna Rada of Ukraine, military administrations, and local self-government bodies. Particular attention is paid to the redistribution of powers, the strengthening of centralized governance, and the adaptation of state mechanisms to the conditions of full-scale war.

Attention is also focused on the transformation of the party-political environment, the role of the parliamentary opposition, changes in political communication mechanisms, and personnel processes within the public authority system. It is demonstrated that martial law contributed to a reduction in the intensity of traditional political competition, a strengthening of security priorities, and a reorientation of political communication toward operational efficiency, coordination, and the maintenance of social stability.

The impact of martial law on electoral mechanisms, political representation, and forms of citizen participation in the political process is examined separately. It is argued that the postponement of elections and the suspension of the full electoral cycle altered the usual logic of democratic renewal of power, and political participation shifted partially into the sphere of civic engagement.

It is concluded that martial law became a decisive factor in the profound restructuring of Ukraine’s political system. Despite restrictions on certain democratic procedures, the Ukrainian state has maintained its institutional functionality, adaptability, and political stability.

It is emphasized that one of the key challenges after the war ends will be the restoration of a full-fledged democratic process, taking into account new societal demands.
