TERRITORIAL COMMUNITIES AS KEY PLAYERS IN ENSURING ACCESS TO HEALTHCARE SERVICES AND SUPPORTING THE SUSTAINABILITY OF THE HEALTHCARE SYSTEM
Abstract
This article analyzes the role of local communities as key actors in ensuring access to healthcare services and strengthening the resilience of the healthcare system amid war, decentralization reforms, and escalating security threats. The focus is on the political-institutional, organizational, and functional mechanisms through which communities influence the formation of local healthcare policy and the maintenance of continuous healthcare services for the population.
The methodological framework of the study comprises institutional, systemic, regulatory-legal, and structural-functional approaches, as well as methods for analyzing scientific literature, legislation, and practical experience in organizing the healthcare sector in Ukraine.
The study demonstrates that local communities significantly influence both the actual accessibility of healthcare services and the healthcare system’s ability to adapt to wartime challenges, maintain operational continuity, and respond to new risks.
The practical value of the findings lies in their potential to improve national and local health policies, develop an effective network of healthcare facilities, design local programs to support the sector, and enhance the crisis resilience of local communities.
